"There are about 4,500 "covered" executive level officials who would trigger the reporting. It would usually involve someone high up in an agency, like an Assistant Under-Secretary, et al. or higher. If a contact is made at a high level like that, the best course of action would be to talk to me and Randy and we will determine if that person is covered."
